VFI Warns Budget 2027 Will Decide Fate of Hundreds of Rural Pubs
VFI chief Pat Crotty says Tuesday's Budget 2027 will decide the fate of hundreds of rural pubs, with closures running at 128 a year and margins below 1%.

More than 2,200 Irish pubs have closed since 2005, and the Vintners' Federation of Ireland (VFI) says Budget 2027 — due this Tuesday — will determine whether hundreds more rural pubs survive.
VFI chief executive Pat Crotty issued the warning outside Leinster House, joined by supportive TDs and Senators, as the federation made a final plea to government ahead of Tuesday's budget decisions.
"This Tuesday will decide the future of hundreds of rural pubs. Publicans have been dealing with rising government-controlled costs across almost every aspect of their businesses," Crotty said. "Wages, energy, water, insurance, and supplier costs have all increased, while many pubs are operating on margins of less than 1%."
The closure data underscores the pressure. Up to 2019, pubs were shutting at a rate of 112 per year. Since then, the annual closure rate has climbed to 128.
Dublin vs rural Ireland
The VFI says the burden falls hardest outside the capital. Just 1% of Dublin pubs have closed since 2005. Outside Dublin, the closure figure reaches almost 28%.
Crotty framed the stakes in community terms. "For rural communities, this is about much more than the future of individual businesses," he said. "The local pub is often a vital community hub, hosting GAA gatherings, fundraisers, music sessions and community events, and providing somewhere for people to come together."
Call for a tax credit
The VFI is pressing the government to introduce the proposed On-Trade Sustainability Scheme — a capped tax credit for pubs, modelled on tax credits already available to the film, television, reality TV and digital gaming production sectors.
The federation also flagged a gap in last year's relief: while the VAT reduction announced in the previous Budget was welcome, two thirds of rural pubs did not benefit from it, according to Crotty.
Public backing
New polling by Amárach, commissioned by the VFI, suggests public support for intervention is broad. Eighty percent of adults believe the government should act to protect small rural pubs because of their role in local communities, and 85% recognise that rural pubs play an important role in tackling social isolation.
For operators and investors, the figures point to a sector under sustained margin pressure: input costs rising across wages, energy, water, insurance and supplies, single-digit percentage margins at best, and a VAT relief mechanism that missed most of the rural trade it was meant to help.
Tuesday's Budget statement will show whether the government extends sector-specific support to the on-trade. If the On-Trade Sustainability Scheme is adopted, rural operators would gain a capped credit comparable to those used in screen-content production; if not, the VFI's closure trajectory — 128 pubs a year and rising — points to further consolidation across rural Ireland.
